Tier list: tools coding agents can use

Coding agents work in a terminal. Claude Code, Codex and similar agents run commands, call MCP tools and read docs before they use a new tool. We rank each tool by how much of that access it publishes. CLI and MCP count most. llms.txt and key auth are important. A public API, OpenAPI spec and sandbox are nice to have.

How we check

• We read each tool's public pages, docs and repos for the seven signals. We do not run the MCP server or install the CLI.
• A signal counts only when we find it published. A “present” signal says the entry point exists. It does not grade quality.
• The points are our own rubric (v1). They are not a certification, and we have not yet checked them against real agent success rates.
